그 목자들은 백성들을 잘못 인도한 지도자들인 왕, 제사장들을 말합니다. 바꾸어 말해서 백성들을 바르게 이끌어야 함에도 불구하고 그들을 잘못 가르치고 속이는 오늘날 거짓 목자 선생들을 말합니다.
